India’s DRDO Unveils Bold New Strategy to Cement Technological Supremacy in Modern Warfare

As modern warfare evolves, so do the threats — and “Hybrid Threats” are now at the forefront of global security challenges. In response, India’s Defence Research and Development Organisation (DRDO) has overhauled its research and development strategy, with one clear mission: to ensure India’s technological dominance and build a fully self-reliant defense ecosystem for the battles of the future.

For the fiscal year 2024-25, DRDO has been allocated ₹23,855.61 crore — accounting for 5.25% of India’s total defense budget. A significant portion will be channeled into indigenous research, while another will fund collaborative development projects with the private sector.

Eight High-Priority Technology Domains

This year, DRDO is placing strategic emphasis on eight advanced technology domains — areas often considered too costly and high-risk for private industry to invest in independently:

  • Artificial Intelligence (AI)

  • Cognitive Technology

  • Quantum Technology

  • Neuromorphic Computing

  • Military Cyber Technology

  • Advanced Materials

  • Compound Semiconductors

  • Intelligence, Surveillance, and Reconnaissance (ISR) Technologies

These cutting-edge domains will form the backbone of India’s future defense capabilities, enhancing the technological strength of both current and upcoming combat platforms.

Private Sector to Develop 183 Military Systems

To concentrate its resources on high-risk research, DRDO has transferred the development of 183 military systems to the private sector. This move not only reduces DRDO’s operational burden but also fosters broader industry expertise in defense technology.

Innovative Development Models and Initiatives

1. Technology Development Fund (TDF):
Provides up to 90% funding (maximum ₹50 crore per project) to MSMEs, startups, public, and private entities for defense technology development. So far, 70+ projects have been funded, resulting in 16 new defense technologies.

2. Development-Cum-Production Partner (DcPP):
Integrates industry partners from the development stage directly into production. This approach has been successfully implemented in projects like VL-SRSAM and ATAGS.

3. DRDO-Industry-Academia Centres of Excellence (DIA-CoE):
Established in 15 premier educational institutions, where DRDO scientists, startups, and industry experts collaborate. Recently, research scope expanded to 82 verticals.

Expert Observations

Defense experts note that the rise of dual-use technologies and both kinetic and non-kinetic threats in modern combat requires the armed forces to be prepared proactively — not just reactively. This may call for additional budget allocations when needed.

The Road Ahead

With its sharper focus on niche technologies, strengthened industry-academia partnerships, and targeted funding, DRDO’s new strategy could mark a turning point in India’s defense self-reliance and technological superiority.
