Tech Desk: India’s defence research landscape is set for a major overhaul as a Parliamentary Standing Committee has directed the DRDO to implement clear Key Performance Indicators (KPIs) and strengthen its ₹33,000 crore defence R&D roadmap. This directive aims to bring unprecedented accountability and efficiency to crucial defence projects, ensuring optimal utilization of funds and resources.

The committee explicitly mandated that these DRDO KPIs defence R&D must cover critical aspects such as cost efficiency, project timelines, technological maturity, and operational effectiveness. These measurable targets are to be formally notified and integrated into a transparent benchmarking framework, vital for preventing delays, cost overruns, and inefficiencies that have historically plagued defence projects.

Further emphasizing a sustained increase in defence R&D investment over the next five years, the panel stressed that the ambitious ₹33,000 crore roadmap must directly lead to greater indigenization and a significant reduction in import dependency. The Defence Production Department is now tasked with rigorous monitoring to ensure these intended results are delivered promptly.

Beyond R&D, the committee also pressed for enhanced workplace grievance mechanisms within DRDO, particularly advocating for stricter compliance with the POSH Act. Additionally, it called for a comprehensive study on educational opportunities for defence personnel’s families and a time-bound roadmap for integrating the Ex-Servicemen Contributory Health Scheme (ECHS) onto a unified digital platform. These directives signal a holistic push for reforms across the defence ecosystem.
