India’s New SIM-Binding Rules: What WhatsApp, Telegram Users Need to Know by 2027

SIM-binding rules

Tech Desk: Starting January 1, 2027, messaging apps like WhatsApp, Telegram, and Signal in India will be mandated to comply with stringent SIM-binding rules, drastically changing how users access these services. The Department of Telecommunications (DoT) directive requires apps to link user accounts to active SIM cards associated with their registered Indian mobile numbers, aiming to significantly curb digital fraud and enhance ecosystem security.

This crucial move, first outlined in November 2025 under the Telecom Cyber Security Rules, 2024, means your messaging app will only function if the registered SIM remains active and in your device. If the SIM is removed or becomes inactive, access to the app will be restricted. This directly counters the current system where users can often access apps even without the original SIM, a loophole authorities say fraudsters exploit, often from outside India.

Eight major apps, including WhatsApp, Telegram, and Signal, are specifically named in the mandate, which applies to all app-based communication services using Indian mobile numbers for user identification. While initial industry requests pushed the compliance deadline to December 31, 2026, the implementation date is now firm.

The government cites staggering cyber-fraud losses, exceeding Rs. 22,800 crore in 2024, as a primary driver. Scams like digital arrests, impersonation, phishing, and investment fraud are key concerns. Similar to banking and UPI services, this SIM-linked verification is designed to bolster account security. Users who frequently change phones, remove SIMs, or travel internationally will need to adapt, ensuring their registered SIM remains active for uninterrupted service.
