The Department of Telecommunications (DoT) has introduced a major new cybersecurity rule aimed at stopping India’s fast-rising digital fraud. Within the next 90 days, all popular messaging platforms—including WhatsApp, Telegram, Snapchat, Signal, ShareChat, Josh, and JioChat—must implement a mandatory SIM Binding system for all Indian users.

According to DoT, many fraud networks have been operating from abroad using Indian mobile numbers.  What Is SIM Binding?

In simple terms, SIM Binding means that an app will always remain linked to the active SIM card used during account registration.

That means:

• If your WhatsApp account is registered with SIM A,
  SIM A must remain inside your phone at all times.

• Removing the SIM or using the app on another device will immediately disable access.

 How Will This Rule Change WhatsApp, Telegram or Snapchat Usage?

For regular users, daily experience will remain mostly unchanged as long as the registered SIM stays in the phone.
However, four major changes are coming:

Your messaging app will stay permanently bound to the SIM.
You cannot run WhatsApp/Telegram without that SIM or on a different device.

 Web Versions Will Auto-Logout Every 6 Hours

• Automatic logout every 6 hours

• You must re-scan the QR code to log in again
  This measure prevents long-duration fraud operations from overseas.

SIM Removal Will Immediately Block App Access

Previously, WhatsApp could run for months without the physical SIM present.
Under the new mandate, apps will frequently verify SIM presence.

Increased Traceability

Since every account must be tied to a KYC-verified SIM,
criminals will find it significantly harder to hide their identity.

 What Happens If Apps Do Not Comply?

All messaging platforms must:

• Implement SIM Binding within 90 days

• Submit a full Compliance Report within 120 days

If they fail, penalties under the Telecom Cyber Security Rules may include:

Why Has the Government Taken Such a Strict Step?

Cyber fraud in India has exploded:

• In 2024 alone, digital scams crossed ₹22,800 crore.

A large portion of these scams are operated by syndicates based abroad, using Indian mobile numbers without the SIM physically present.

DoT believes that SIM Binding will make such operations nearly impossible, protecting millions of Indian users from digital crime.
