UPI (Unified Payments Interface) has become an inseparable part of India’s daily financial transactions—whether it’s paying at a roadside tea stall or shopping at a luxury mall. Recently, concerns arose after rumors suggested that additional charges might be imposed on UPI transactions. This created widespread anxiety among ordinary users. However, putting all speculation to rest, the Government of India has officially clarified that UPI payments will continue to remain completely free for both individuals and businesses.

On Monday, while addressing a question in the Lok Sabha, Minister of State for Finance Pankaj Chaudhary confirmed that there is no proposal to levy transaction charges on UPI transfers.

What Does the Law Say?

According to Section 10A of the Payment and Settlement Systems Act, 2007, neither banks nor payment system providers are allowed to charge fees on electronic fund transfers. Similarly, Section 269SU of the Income-tax Act, 1961 recognizes UPI and RuPay debit cards as designated electronic payment modes under CBDT guidelines.

This ensures that customers can continue using UPI without worrying about hidden charges.

Government’s Special Incentive Scheme

To maintain a healthy UPI ecosystem, the government has been running a special incentive scheme since FY 2021–22. Over the last four years (up to FY 2024–25), it has allocated nearly ₹8,730 crore in subsidies to support digital transactions.

Unprecedented Growth in UPI Transactions

The rise of UPI has been nothing short of extraordinary. Official data reflects its massive adoption:

  • In FY 2017–18, total UPI transactions stood at 92 crore. By FY 2024–25, this number skyrocketed to 18,587 crore—growing at a remarkable 114% CAGR.

  • Transaction value surged from ₹1.10 lakh crore to ₹261 lakh crore over the same period.

  • July 2025 alone witnessed a record 1,946.79 crore UPI transactions.

  • Overall digital payments rose from 2,071 crore transactions in FY 2017–18 to 22,831 crore in FY 2024–25.

  • The value of these payments increased from ₹1,962 lakh crore to ₹3,509 lakh crore.

A Relief for the Common Man

From train tickets to grocery bills, UPI has become an essential part of everyday life. Had transaction charges been introduced, the financial burden would have fallen directly on millions of ordinary Indians. The government’s assurance of free UPI services is therefore a welcome relief for everyone.
